I really don't like the use of tags; no matter how I try, it doesn't fit my thought process.
I've used Things for 4+ years but am thinking Pagico might be a better fit due to the ability to link emails/files, etc. (side question: these are like an "alias," right, they're not really taking up the full file space, correct?). I don't use tags in Things.
Will I "miss out" on essential Pagico function if I don't use tags?

You surely can use Pagico without using or heavily using tags. But whether it'll impede your workflow in Pagico will have to be determined by you. You can try Pagico for free for 2 weeks and see if you enjoy the environment.
Answer to your side question: Files imported into Pagico are duplicated and stored in your Pagico database. You can make aliases by pressing and holding the Option key when dropping the files.
